BioTC Names Kelley Dowd, Ph.D. Interim Executive Director 

Seasoned life sciences leader to guide organization through next phase of growth 

OKLAHOMA CITY (November 12, 2025) — BioTC today announced the appointment of Kelley Dowd, Ph.D. as Interim Executive Director, marking a new chapter for the organization as it strengthens its role in advancing the region’s life sciences workforce. 

Dr. Dowd brings more than 15 years of leadership experience in biotechnology, operations, and workforce development. She currently serves as Vice President of Operations for the Oklahoma City Innovation District(OKCID) and previously held the role of Director of Operations at BioTC, where she helped expand the organization’s partnerships and programs supporting bioscience training and industry engagement. 

Before joining BioTC, Dr. Dowd spent over twelve years at Cytovance Biologics, most recently as Associate Director of Downstream Process Development. In that role, she managed a team of more than 20 scientists, oversaw cross-functional project coordination, and led key initiatives to streamline operations, enhance training programs, and improve project delivery timelines. She also played an active role in client relations, business development, and industry representation, helping strengthen Cytovance’s visibility within the biomanufacturing community.

As part of its continued growth strategy, BioTC is partnering with an external firm to conduct a comprehensive market assessment that aims to identify new opportunities to enhance workforce development, strengthen industry partnerships, and support the expansion of Oklahoma’s life sciences sector.
